At the simplest level this may be set-up on a spreadsheet using filters to focus a query.

Next up would be a relational database eg Access or Firebird (open source) which would enable user application modelling via QBE (query by example)

Ideally a database construct that 'presents' tools and 'close relations' as the need, location, application and user(s) become better defined or determined.
